Because the true value of a parameter is unreachable, the Bayesian expresses it as a distribution over possible values

That is to say, the Frequentist approach isn’t wrong in saying a fixed parameter exists. It doesn’t try defining it, because it would have to take an infinite volume of data to do so. Bayesian approach deals with what it gets given and attempts at estimating the parameter to the best of its knowledge.
