Extreme values regress toward the mean because they carry noise that doesn't repeat

The noise does not repeat because it’s considered random. Whatever does repeat can be considered a signal. At the extremes, randomness is known to be overrepresented in the data points and the value is likely to be pulled towards the population mean, being closer to the individual’s true signal.
