Measures of location represent position and dispersion represents distance
In short, location measures are values at positions and dispersion measures are distances between values.
For example, percentiles are measures of location - 50th percentile being median, 25th or 75th - all single values representing the location in the dataset. On the other hand, IQR, while also made out of percentiles (75th - 25th), and also being a single number, represents a distance between values.
