Assuming full determinism, probability isn't a property of the world - it's a measure of your ignorance
According to determinists, the world doesn’t assign probabilities to events that occur in it. The state of the world and the laws that govern it are known to itself. In that case, “the probability” becomes a binary value - it either is (1) or it isn’t (0). Certain, either way. The uncertainty represents “how much do I not know about the world and the laws that govern it” - it’s always going to be a measure of the observer’s ignorance.
